The main heating networks of the Mnevnikovskaya floodplain are being upgraded due to a preferential loan

The main heating supply networks in the Mnevnikovskaya floodplain will be improved. For this purpose funds from an infrastructure concessional loan were raised. Since 2023, 2.5 bn rubles have been provided for the project. This was announced by Maria Bagreeva, Deputy Mayor of Moscow, head of the Moscow Department of Economic Policy and Development.

"Moscow is actively implementing the infrastructure loan mechanism, which combine a preferential rate and the possibility of long-term attraction of funds for the development and renovation of urban areas. The project for modernizing heating systems in the Mnevnikovskaya floodplain, which is implemented by the Moscow United Energy Company Public Joint Stock Company, clearly demonstrates the effectiveness of preferential infrastructure loans. Thanks to the attracted loan in the amount of 2.5 bn rubles, the framework of the heat supply system was formed in a short period of time, which ensures the intensive development of this territory. Currently, residential, educational and sports facilities are being actively built here, recreation areas are being improved," the deputy mayor noted.

The loan was provided for three years at four percent per annum. Preferential terms allow recipients of infrastructure loans to save on interest payments compared to market loans and direct the released resources to other important projects for the city.

The provision of concessional financing was approved by the Government Commission for Regional Development in the Russian Federation in 2023. In addition to this project, concessional funds are used to finance the construction of a wastewater treatment plant under a concession agreement worth eight billion rubles.
