Moscow is once again among the leaders in the rating of the quality of assessment of the impact of legal acts on the regional economy
According to the results of 2024, Moscow has retained its position in the highest group of regions in the rating of assessment of the impact of legal acts on the economy of the subject of the Russian Federation. This was reported in the Department of Economic Policy and Development of the city. The rating is annually compiled by the Ministry of Economic Development of Russia.
“In 2023, Moscow updated the methodology of assessment, which allowed to increase the number of normative acts undergoing examination, reduce the timeframe and increase the efficiency of assessment procedures. This allowed Moscow to enter the top group of the rating in 2023, and in 2024 - to confirm its leading position in this area. Over two years, 127 legal acts were evaluated in the capital, and more than 270 proposals of business and experts were taken into account. Due to the abolition of redundant or outdated requirements, as well as reducing the list of documents required for the provision of services, the capital's business was able to save about 800 million rubles over two years”, - noted in the Department.
The assessment of the effectiveness of legal regulation is carried out both at the stage of drafting normative legal acts that affect the conditions for conducting economic activity, and in relation to already existing documents. Based on its results, experts recommend to the relevant authorities to make changes to legal acts or drafts that are designed to improve business activities and remove unnecessary administrative barriers.
The Ministry of Economic Development annually analyzes the work of regions in conducting procedures for assessing the impact of regional legal acts on the economy. In calculating the rating, more than 20 indicators are taken into account, including: the number of evaluated legal acts, the share of business proposals taken into account, and the content of calculations of benefits and costs of legal regulation in expert opinions.
