“Today Moscow accounts for about 13% of all purchases from small businesses in Russia. Over the past 20 years, their annual volume has grown more than 100 times and exceeded 400 billion rubles by the end of 2023. From January to June this year, Moscow customers signed 143 thousand contracts with small businesses for a total amount of 317.4 billion rubles. The volume of purchases by 32% exceeded the figure of January-June last year, when it amounted to 240.6 billion rubles,” - said the Deputy Mayor.
This year Moscow most often purchased municipal equipment from small businesses: in January-June the city spent Rb 57.8bn for this purpose. The purchase of medical consumables accounted for Rb 36.6bn, and the improvement of public spaces - Rb 34.9bn. The supply of small architectural forms and their installation in urban areas amounted to 27.7 billion rubles. Earlier, the Mayor of Moscow Sergey Sobyanin said that the open access of small businesses to public procurement allows entrepreneurs to expand the geography of sales and increase profits.
“A number of decisions taken in recent years have contributed to the dynamic growth of government procurement from small businesses. For example, from 2022, all purchases up to 20 million rubles will be made by Moscow customers exclusively among small businesses. Besides, within the framework of continuous improvement of the contract system of the capital in 2023 the term of payment under contracts was reduced from 30 to seven days, and also the minimum security under contracts was established”, - told the head of the capital Department on competitive policy Kirill Purtov.
