Expert evaluation of legal acts in Moscow helped to save about 700 mln rubles

The expert evaluation of legal acts and amendments to regulatory documents made as a result of it helped the Moscow business and city authorities to save about 700 mln. rubles since the beginning of 2023. This was reported by Deputy Mayor of Moscow, Head of the Department of Economic Policy and Development of the city Maria Bagreeva.

«The evaluation of the impact of legal acts on the economy is one of the important tools for creating a favorable climate for the work of entrepreneurs. The expertise allows analyzing the economic consequences of the requirements and regulations of interaction with the state, which are in force for business. If excessive procedures are identified, recommendations are given on their simplification or abolition. Since the beginning of 2023, thanks to the reduction of administrative barriers, the savings of the capital's business and authorities amounted to about 700 mln rubles, where 500 mln rubles are the saving of business, first of all small and medium-sized», — said the Deputy Mayor.

According to Maria Bagreeva, savings are achieved by abolishing redundant requirements, reducing the duration of administrative procedures, and reducing the number of documents required to obtain permits.

The results of expert examination of regulatory legal acts were discussed at the round table “Regulatory Impact Assessment and the Moscow economic development in the focus of small and medium-sized businesses”, which was held as part of the forum-festival “Territory of the Future. Moscow 2030”. In 2023, the procedure of regulatory impact assessment of regulatory acts in Moscow was improved, including thanks to the active involvement of business in this process. This allowed to increase the efficiency of the expertise. For a year and a half, the business received about 400 proposals for adjusting the legal regulation, more than half of which were implemented jointly with the specialized authorities of Moscow.

The round table was attended by Moscow entrepreneurs, experts and representatives of public authorities. They discussed topical issues of regulatory policy, such as how to minimize the costs of compliance and administration of legal requirements, what role business plays in the regulatory process, and what digital tools can be used for joint work between business and government.
