Maria Bagreeva: the key factors of economic growth are investment, human resources and technology
Stimulation of business investment activity, improvement of the labor market quality and availability of technologies are the key factors of advanced economic growth today both in Moscow and in the country as a whole. Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and Development of the city, told about it at the session "The Russian economy in the next three years: potential and risks" of the Bank of Russia Financial Congress.
The expansion of production facilities requires the attraction of a large number of new personnel and the development of the labor market. In the current conditions of low unemployment and high competition for labor resources, it is necessary to address the issues of both training the personnel needed by the economy and improving the qualifications of employees of enterprises, as well as to implement projects to improve labor productivity.
"Investment activity of business is one of the important factors of economic growth. Today, Moscow accounts for about 20 percent of investments in the country, of which about 60 percent are business own funds, about 20 percent are borrowed funds, and the rest are budget funds. In the last two years, corporate profits have grown significantly, which means that companies have more opportunities to invest. But for this purpose it is important for business to understand that their products will be in demand in the long term. Therefore, Moscow implements various mechanisms to stimulate investment activity, including such mechanisms as offset contracts, life cycle contracts, under which business invests in the development of production facilities, and the city becomes one of the anchor customers for the manufacturer for a long period of time", - said Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and Development of the city.
According to her, the country has been implementing the national project "Labor Productivity" for several years, which, among other things, helps enterprises to solve current staffing problems. In Moscow, more than a quarter of large and medium-sized enterprises of the manufacturing industry are participants of the national project. The companies that have completed the first stage of work have already increased labor productivity by about 40 percent, and their total economic effect from participation in the national project exceeded five billion rubles.
But such adjustment of the labor market is limited by natural factors, and to further increase labor productivity, enterprises need to start investing more actively in technology.
"For a qualitative change in the economy, to reach a new technological level, to ensure technological sovereignty, investment only in extensive business expansion is not enough. It is necessary to actively develop technologies, introduce new information solutions, modernize equipment, improve the quality and competitiveness of products. The current volumes and growth rates of investments for these purposes are obviously insufficient. Therefore, our main task today is to develop programs in cooperation with business and create the necessary conditions for quality investments in technological development," concluded the Deputy Mayor.
