Moscow recognized as the region with the most efficient energy sector

Moscow has become the first in the rating of the efficiency of the energy sector of Russian regions by the end of 2023. The top five include St. Petersburg, Yamalo-Nenets Autonomous District, Republic of Tatarstan and Tyumen Region. This was announced by Maria Bagreeva, Deputy Mayor of Moscow, Head of the Department of Economic Policy and Development of the city.

"One of the important indicators of the rating is the accuracy of energy consumption forecasting. The more accurate the forecasts are, the more efficiently the city uses the power system capacities, which makes it possible to reduce electricity and heat expenses and due to this to restrain the growth of tariffs for consumers - business and population. This work is carried out by the capital's Department of Economic Policy and Development. According to the results of the last seven years, the accuracy of Moscow energy consumption forecasting exceeds 99 percent," said Maria Bagreeva

The rating is compiled annually by the Market Council Non-Profit Partnership Association. Moscow's leading positions prove that the capital's energy system is dynamically developing and shows high economic efficiency. This was achieved due to competent management, application of modern approaches and advanced technologies.

The city observes the principle of economic feasibility of tariffs and the balance of interests of different categories of consumers. For this purpose, it carries out step-by-step work to equalize tariffs for electricity and heat and to reduce cross-subsidies - a mechanism that allows to restrain tariffs for some groups of consumers (citizens) at the expense of increasing them for others (businesses). This indicator is also taken into account to evaluate regions in the rating. In Moscow, the specific value of cross-subsidization in the electric power industry has been considered the lowest in the country for several years. In general, over the last 12 years, its volume in the capital has decreased 11 times - from 12.7 billion rubles in 2012 to 1.4 billion rubles in 2024.

Other rating criteria include availability of an up-to-date heat supply scheme, timeliness of payments and absence of debts in the retail electricity market of budgetary consumers financed from regional and local budgets. These areas are also important in the implementation of the tariff policy of the city. For example, the capital annually updates the scheme of heat supply of Moscow until 2035, today there is already a draft scheme for 2025 and work has begun to update the scheme for 2026.

"The Moscow City Government and energy companies in close partnership are constantly improving the capital's energy supply system. Today it is characterized by high reliability and efficiency. At the same time, Moscow is one of the largest consumers of energy: the maximum capacity of the Moscow power system is 22.6 gigawatts, and its installed heat capacity is almost 60 thousand gigacalories per hour, which is comparable to heat production in entire countries," said Vyacheslav Torsunov, Head of the Moscow Department of Housing and Communal Services. 

Implementation of modern technologies, timely updating of information, accuracy of forecasting and observance of balance between different categories of users allow Moscow to pursue a balanced and fair tariff policy and ensure high efficiency of functioning of all sectors of the municipal utility sector.
