Moscow topped 33 national ratings of Russian cities and regions in 2023

According to the results of 2023, the capital took the first place in 33 leading national ratings of cities and subjects of the Russian Federation, confirming the high level of development of industry, technology, work in the field of environmental protection and improving the quality of life of citizens.

"Ratings are an important tool for assessing the performance of authorities: they allow us to evaluate the quality of implementation of regional or urban development policy in general and in individual areas. Ratings help us to identify the most effective solutions, determine promising growth points and make qualitative adjustments to the city management plans," said Maria Bagreeva, Minister of the Moscow City Government and Head of the Department of Economic Policy and Development of the City. 

The key priority for the Moscow City Government is to improve the quality of life of its citizens, and this is reflected in the ratings. The capital city confidently takes the first places in this area, in particular, in the ratings of quality of life and socio-economic development of regions of the RIA Rating agency, the index of quality of urban environment of the Ministry of Construction of Russia. In 2024, the third issue of the Quality of Life rating of the Agency for Strategic Initiatives is expected - in the previous two years, Moscow took the leading position in it.

Moscow's industry plays a key role in ensuring the growth of the city's economy and strengthening the technological sovereignty of the Russian Federation. Over the past year, the number of projects implemented in industry, especially high-tech industry, has increased noticeably. These efforts are evaluated within the framework of the industrial rating of the Ministry of Industry and Trade of Russia (assessment of the effectiveness of the executive authorities of the constituent entities of the Russian Federation in the field of industry). In 2023, Moscow rose to the first place, while in 2021 it ranked only ninth.

The work on investment attractiveness receives high marks from experts. For five years in a row Moscow has been a leader in the National rating of the investment climate in the constituent entities of the Russian Federation, compiled by the Agency for Strategic Initiatives, and for 11 years - in the rating based on the results of the annual assessment of the investment attractiveness of Russian regions, which is conducted by the National Rating Agency.

Special Economic Zone (SEZ) "Technopolis Moscow" was recognized as the best in the national rating of investment attractiveness of SEZs by the Association of Clusters, Technoparks and SEZs of Russia and the Rating of Industrial Parks and SEZs by the Expert analytical center. Moscow ranks first in ratings of the labor market, population involvement in small and medium-sized businesses and others.

The development of Moscow's scientific and technical potential and the introduction of new technologies were also highly appreciated by experts. In 2023, the capital took the first place in the Rating of Creative Regions of Russia by the National Research University Higher School of Economics, showing the best results in all evaluation criteria. Moscow's scientific and technological leadership has been recognized in the ratings of the Russian Ministry of Education and Science, RIA Rating agency and others. For several years in a row, the capital has been ranked first in the "Cities IQ" index of urban economy digitalization and in the National Rating of the quality of provision of state and municipal services in electronic form.

One of the key topics in the perspective of the next few decades is sustainable development in cities, and here Moscow also sets an example of leadership. The result of a comprehensive approach to territorial development was the city's first place in the INFRAGRIN 2023 Consolidated ESG-indicator of regions, which summarized the final values of 28 ratings and indices in the field of sustainable development. Moscow also acts as a developer of international ratings in the field of sustainable development: last year the capital prepared a rating-report "Climate Agenda of the World's Cities", the presentation of which took place within the framework of the UN Climate Conference, as well as ESG-ranking of regions and cities of the EAEU. Both ratings were highly appreciated by Russian and foreign experts.

Maria Bagreeva added that an important event was the recognition of the Regional Competence Center (RCC) of Moscow as the best national competence center in Russia based on the results of the national project "Labor Productivity". Last year the activity of the Moscow Regional Competence Center was evaluated for the first time, but due to the high quality of its work it took the leading position in both semi-annual and final ratings of 2023.
