Electric Vehicles
in Urban Management
Industry leaders
China
EU (especially Germany, the Netherlands and Scandinavia countries)
USA
Almost all of major cities worldwide are making efforts to introduce electric vehicles into municipal services.
This process is driven by policies to reduce greenhouse gas emissions and promote electric vehicles at local and national levels.
National and local goals and deadlines to phase out internal combustion engine vehicles serve as additional incentives to use electric transport in urban management.
Advantages
- Reduced pollutant emissions to atmosphere, cleaner air in cities.
- Electric vehicles are almost noiseless.
- Electric vehicles are easily integrated with smart city systems (e.g., battery monitoring during charging, unified charging station management, optimized energy consumption, smart charging without human).
Challenges
Large electric autoequipment (e.g., for waste collection and snow removal) need powerful batteries to match the operation time with internal combustion engine vehicles.
Large electric vehicles (e.g., electric buses and garbage trucks) require a network of high-power charging stations.
Worldwide Experience: New York
2021
New York adopted a plan to transition to electric vehicles.
2024
The city services currently use over 5,000 electric vehicles.
2035
By 2035, New York's municipal fleet should fully consist of electric vehicles.
2050
By 2050, New York aims to achieve climate neutrality, requiring 160 thousand of the second level chargers (240 volts) and 60 thousand fast chargers.
Key New York's executive authority in electric transport implementation:
- New York City Department of Citywide Administrative Services (coordinates interagency electric transport policy, main utility operator).
- New York City Department of Parks and Recreation (40% of the fleet are electric vehicles, a significant share of electric equipment among loaders, cleaners, etc.).
- New York City Department of Sanitation (including several tens electric street cleaners).
Most Common Electric Vehicle Models

Chevrolet Bolt
Ford E-Transit
Ford F-150
Standard Battery Requirement: 240 miles (~386 km) without recharging. Electric autoequipment used for street cleaning, waste collection, and other tasks.
Case Study: Snow Removal Vehicles
In the first half of 2023, New York's municipal services received the first electric trucks (Mack LR model) for waste collection and snow removal.
The experiment failed—the battery lasted only four hours of snow removal, while a shift should last 12 hours on one charge.
New York City Department of Sanitation concluded that there are no market offers that meet this requirement.
Worldwide experience
in introducing electric vehicles
in urban management
2019
Vienna introduced the world's first fully electric garbage truck for collection and compaction (MAN converted by Framo). The battery allows the vehicle to travel at least 100 km on a single charge (charged via a 400V industrial outlet). The model meets the EU Clean Transport Directive requirements.
2021
Amsterdam started using electric boats to collect and transport garbage from historical areas near water canals. Previously, large vehicles caused traffic problems, which is why the city bought small electric vehicles to collect waste and transfer it to barges towed by electric boats.
2023
London's Westminster district purchased 45 electric garbage trucks for £20 million (2.3 billion rubles). Each vehicle weighs 26 tons (comparable to internal combustion engine counterparts), and the annual emission reduction compared to diesel garbage trucks is 2,000 tons of CO2 (or 89%). The vehicle can travel ~130 km on one charge. According to local authorities, 38 electric vehicles are charged with electricity produced at the waste incineration plant, where the waste collected by these vehicles is processed.
2024
In February 2024, Volvo announced the creation of an electric truck for waste collection, the FM Low Entry model. The range on one charge is up to 200 km, and the vehicle weight, depending on the configuration, ranges from 19 to 32 tons. The model will be sold in the EU, Turkey, and South Korea.
